Within 1 year after October 24, 1992, the Secretary must, after talking with the Secretary of Housing and Urban Development, the Secretary of Veterans Affairs, other federal agencies, CABO, ASHRAE, the National Conference of States on Building Codes and Standards, and other building code groups, support upgrading voluntary building energy codes for new residential and commercial buildings. That support must include collecting federal, state, local, and industry data on energy codes; helping improve the technical basis; assessing cost-effectiveness and technical feasibility of energy-saving measures; and identifying appropriate measures for radon and other indoor air pollutants. The Secretary must also regularly review the technical and economic basis of these voluntary codes using ongoing research. The Secretary must recommend changes (including radon and indoor air pollutant measures), seek adoption of all measures that are technologically feasible and economically justified, and take part in industry review and modification of the codes.
