No one can be kept out of, denied the benefits of, or treated unfairly in any program that gets federal money because of race, color, national origin, sex, or any other factor covered by federal anti‑discrimination laws. If a funding recipient breaks this rule and does not fix it after being notified within a reasonable time, the Secretary must either refer the case to the Attorney General, use Title VI or other enforcement powers, or take other lawful action.
