Allows a State to do inspections and to take the same enforcement actions as the federal Administrator. That includes going after anyone who imported medical waste into the State in violation of the rules. When a State starts an enforcement action, it must tell the Administrator in writing at that time. Federal rules do not cancel or replace State or local laws, and States and local governments keep their power to make and enforce laws. One exception: if a State or local law requires the federal tracking form, that form must match the federal form exactly in content and layout. The State may add extra tracking information on separate sheets or other added means.
