Summary

Make the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.) apply when the Administrator carries out sections 7275 through 7276c, just as it does for other big federal actions that affect the human environment. The Administrator must include in the annual report submitted by the Western Area Power Administration a short description of actions taken under sections 7275 through 7276c and an estimate of the energy savings and renewable resource benefits from those actions. Any State regulated electric utility (as defined in section 2602(18) of title 16) is exempt from sections 7275 through 7276c. No part of sections 7275 through 7276c can require a customer to do anything that conflicts with a requirement from the Rural Electrification Administration.

(a)The provisions of the National Environmental Policy Act of 1969 [42 U.S.C. 4321 et seq.] shall apply to actions of the Administrator implementing sections 7275 to 7276c of this title in the same manner and to the same extent as such provisions apply to other major Federal actions significantly affecting the quality of the human environment.
(b)The Administrator shall include in the annual report submitted by the Western Area Power Administration (1) a description of the activities undertaken by the Administrator and by customers under sections 7275 to 7276c of this title and (2) an estimate of the energy savings and renewable resource benefits achieved as a result of such activities.
(c)Any State regulated electric utility (as defined in section 2602(18) of title 16) shall be exempt from the provisions of sections 7275 to 7276c of this title.
(d)Nothing in sections 7275 to 7276c of this title shall require a customer to take any action inconsistent with a requirement imposed by the Rural Electrification Administration 11 So in original. Probably should be followed by a period.
