The Administrator must study how particulate pollution from motor vehicles and engines that section 7521 covers affects health and welfare. It must measure emissions, link them to fuels and additives, and look at non-engine particles like tire debris and brake asbestos. The Administrator must report findings and recommend controls to Congress no later than two years after August 7, 1977.
