Summary

Authorizes specific yearly money for federal earthquake programs and names how much each agency can get for certain years. The President and the Director get small sums for 1978–1987, including up to $1,000,000 for FY1978 and $2,000,000 for FY1979 and FY1980, and several specific amounts for FY1981–1987. The Administrator (Agency) gets $5,778,000 for FY1988; $5,788,000 for FY1989; $8,798,000 for FY1990; $14,750,000 for FY1991; $19,000,000 for FY1992; $22,000,000 for FY1993; $25,000,000 for FY1995; $25,750,000 for FY1996; $20,900,000 for FY1998; $21,500,000 for FY1999; $19,861,000 for FY2001 (including $450,000 for a New Madrid consortium); $20,705,000 for FY2002; and $21,585,000 for FY2003. Federal Emergency Management Agency amounts are $21,000,000 for FY2005; $21,630,000 for FY2006; $22,280,000 for FY2007; $22,950,000 for FY2008; $23,640,000 for FY2009; and $8,758,000 for each of FY2019 through FY2023. Gives the Secretary of the Interior (through the USGS) many yearly amounts from FY1978 through FY2003, including $27,500,000 for FY1978 up to $54,052,000 for FY1999 and specific set‑asides: $8,000,000 for earthquake investigations in FY1990; $3,800,000 for the Global Seismic Network in FY1998 and FY1999; and for FY2001–FY2003 amounts that include $3,500,000, $3,600,000, and $3,700,000 respectively for the Global Seismic Network and $100,000 each year for the Scientific Earthquake Studies Advisory Committee. Of certain USGS totals, at least $8,000,000 (FY1998), $8,250,000 (FY1999), $9,000,000 (FY2001), $9,250,000 (FY2002), and $9,500,000 (FY2003) must be provided. Separately, the USGS is authorized $77,000,000 for FY2005 (at least $30,000,000 for the Advanced National Seismic System), $84,410,000 for FY2006 (at least $36,000,000), $85,860,000 for FY2007 (at least $36,000,000), $87,360,000 for FY2008 (at least $36,000,000), $88,900,000 for FY2009 (at least $36,000,000), and $83,403,000 for each of FY2019 through FY2023 (at least $30,000,000 each year for the Advanced National Seismic System). Authorizes the National Science Foundation and the National Institute of Standards and Technology to receive many specific annual amounts from FY1978 through FY2003 and then gives later yearly totals: NSF $38,000,000 (FY2005), $39,140,000 (FY2006), $40,310,000 (FY2007), $41,520,000 (FY2008), $42,770,000 (FY2009), and $54,000,000 for each of FY2019 through FY2023. NIST is authorized $10,000,000 (FY2005), $11,000,000 (FY2006), $12,100,000 (FY2007), $13,310,000 (FY2008), $14,640,000 (FY2009), and $5,900,000 for each of FY2019 through FY2023.

(G)$1,000,000 for use by the Center for Building Technology, National Institute of Standards and Technology in addition to the amount authorized to be appropriated under subsection (d) for earthquake activities in the Center.

(3)There are authorized to be appropriated to the Director for the fiscal year ending September 30, 1982, $2,000,000 to carry out the provisions of section 7704 and 7705 1 of this title.
