The Secretary must consider five things when deciding on applications: what services are planned and if they fit residents’ needs; how quickly services will start; whether local services already help residents stay independent; the qualifications of the assessment team; and whether service fees are fair. The Secretary must also set up rules to review programs, require yearly reports from nonprofits and public housing agencies about how well services work, and publish an annual report for Congress. The Secretary must hire a university or research center to report on how many elderly in assisted housing are at risk of institutionalization; compare state service systems (including the congregate program); look at funding sources; and recommend if States should run the program with matching grants. That report must be sent to Congress by September 30, 1988.
