The Secretary must create rules to make sure nonprofit groups and public housing agencies get paid on time for approved assisted congregate services. The rules must allow advance money for startup costs, let funds meant for services in existing public housing or projects helped under section 1701q of title 12 be moved if the services are not set up within six months of the funding notice, require services to be ready when tenants move into new or under‑construction projects who need them, set accounting standards to prevent fraud or misuse, and limit evaluation spending to no more than 1 percent of yearly funds. The Secretary must also keep a reserve fund equal to up to 10 percent of the yearly appropriation for these services. That reserve can boost grants when the Secretary decides extra money is needed to keep services at the needed level for eligible residents.
