The Treasury must spend $10,000,000,000 in fiscal year 2021 to pay States, territories, and Tribal governments for major building and equipment projects that directly help people work, learn, or get health monitoring during the COVID‑19 emergency, including remote options. The Secretary must pay $100,000,000 to each State. Another $100,000,000 must be split equally among the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau. A further $100,000,000 must be split equally among Tribal governments and the State of Hawaii (Hawaii also keeps its $100,000,000 above). Each Tribal government must get at least $50,000. Hawaii must get between $50,000 and $200,000 for the Department of Hawaiian Home Lands and Native Hawaiian Education Programs. After those payments, the remaining money for States is divided by formula: 50% by state population, 25% by rural population, and 25% by the number of people with household income below 150% of the poverty line, using the most recent Census data. The Treasury must set up the grant application process within 60 days after March 11, 2021. Secretary = Secretary of the Treasury. State = the 50 States, the District of Columbia, and Puerto Rico. Tribal government = as defined in section 802(g).
