These rules explain key words used in this part. A Federal agency is an Executive agency (see section 105 of title 5) and the entities listed in subparagraphs (B) through (I) of subsection (1) of section 5721 of title 5. A Federal building is any building the United States or a Federal agency owns in whole or part, including ones the government will get fee simple title to under a lease-acquisition. Solar heating or solar heating and cooling means using solar energy for a building’s heating, hot water, or cooling needs. Solar energy equipment is the equipment for those uses. Secretary means the Secretary of Energy.
