United States — the States, D.C., Puerto Rico, the Northern Mariana Islands, U.S. territories and possessions, and Panama areas made available under the Panama Canal Treaty of 1977 (see section 3(a) of the Panama Canal Act of 1979). Foreign Service of the United States — the Foreign Service as set by the Foreign Service Act of 1980.
