Make the Postmaster General try, as much as possible, to make every Postal Service building follow the federal energy management rules for government buildings. The Postmaster General can leave out a building or group of buildings if following the rules would be impractical because the work there uses a lot of energy, the type or amount of energy makes changes impractical, or the needed changes are not technically possible. Any buildings left out must be listed in the required report. No later than 1 year after October 24, 1992, the Postmaster General must prepare or update a plan (it can be part of the first report) that explains how to do this, names the people in charge, and points out high-priority projects. The Postmaster General must do energy surveys as needed, install energy-saving measures that are cost-effective under the law, and keep up the operation and maintenance practices that support those savings.
