Within 120 days after June 30, 1980, the Secretaries of Energy and Agriculture must give Congress a list of all loans, grants, incentives, rebates, or other private, state, or federal financial benefits that are or could be used to make alcohol for use as motor fuel or as a petroleum substitute. The Office of Alcohol Fuels must send yearly reports to the President and Congress. Each report must describe what the Office did that year, evaluate every biomass energy project it funds, show progress toward the program’s goals, give specific recommendations for Congress, and include the Office’s financial statements. On or before September 30, 1990, the Office must also report on its overall impact, list the status of each funded project, and provide a plan to end the Office’s work.
