Carry out the comprehensive plan for the nine fiscal years after the fiscal year when the final plan is filed. The plan must meet the program goals listed in the plan and be managed the way the plan says. It must be paid for with yearly appropriations. Each program year needs an annual authorization, and those authorizations come only after a Task Force progress report is filed. That progress report must be sent by January 15 of the calendar year in which the fiscal year begins. Nothing in this law gives new regulatory power. It does not change or add rules, standards, or authorities that already exist.
