Title 42 › Chapter CHAPTER 100— - WIND ENERGY SYSTEMS › § 9203
The Secretary must make one clear plan to guide research, development, testing, and use of wind energy technology. The plan must include three timeframes: a five-year program for small wind systems, an eight-year program for large wind systems, and a three-year program for wind resource assessment. The Secretary must send that plan to the House Committee on Science and Technology and the Senate Committee on Energy and Natural Resources within nine months after September 8, 1980. After the first transmission, each year when the President sends the annual budget to Congress, the Secretary must also send an updated, detailed description of the plan as it stands. That update must say what changes are needed and what new circumstances have occurred since the last report. It must cover changes in goals, program elements and management (including regional or field roles), strategies and technology plans with milestone goals for the next fiscal year, any major economic, environmental, or social effects, the estimated cost of each program item, and how much funding will come from the Federal Government versus non-Federal partners.
