Federal funding will pay up to 90% of the cost of eligible programs. The Secretary may approve a larger federal share if needed to carry out the law. Nonfederal partners must provide the rest, in cash or in-kind. After a grant agreement is approved, funds must be made available within 30 days. Payments may go to grantees who show good performance or be released under Treasury and HHS rules when the Secretary decides. Property bought with the federal share becomes the community development corporation’s property; if the grant ends, the government can require continued use for the original purpose.
