The Secretary can give an eligible agency money for 5 years to plan, run, manage, and evaluate a Head Start program for young children from low-income families who are not yet required to attend school. The program must offer many services—health, education, parent involvement, nutrition, social support, and others—so children can grow to their potential and be ready for school. It must also let parents take part directly in developing, running, and guiding the local program.
