Makes clear that child care providers and people who get child care certificates are not automatically entitled to any contract, grant, or benefit. States may also add extra limits or conditions to contracts or grants paid under this law. Program money cannot be used to buy land or to buy, build, or permanently improve buildings or facilities, except for minor remodeling and except as allowed by section 9858m(c)(6). If a religious agency or organization gets funds, they also cannot use them for those purposes unless the work is needed to meet the health and safety rules in section 9858c(c)(2)(I).
