Congress may provide whatever money is needed for each fiscal year from 1999 through 2003 to carry out this chapter, except for the parts in sections 9922 and 9923. From the money for each year, the Secretary must set aside: 1/2 of 1 percent for payments to territories under section 9905; 1½ percent for the activities in sections 9913 through 9918, with at least half of that 1½ percent given directly to the eligible groups named in section 9913(c)(2) to do the work in section 9913(c), and half of the remaining amount used by the Secretary for evaluations and to help States fix and monitor program problems as described in sections 9914(c) and 9913; and 9 percent for discretionary activities in section 9921 and the item in section 9917(b)(2).
