The Secretary of the Interior can lease state, county, or private lands inside a grazing district that are mainly good for grazing when he thinks leasing will help manage the district and protect forage on nearby public lands. He sets the rent. No lease can last more than 10 years, and the grazing fees charged must be at least as much as the United States pays to rent those lands. This does not create new government money. Funds that Congress has already provided (or may provide) for building, buying, or keeping range improvements in grazing districts can be used for these leases only if Congress allows it.
