Carry out a two-phase study and set up demonstration projects to recharge groundwater. The Secretary of the Interior, through the Bureau of Reclamation, must do this in the High Plains States (Colorado, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, and Wyoming) and in the other states listed in section 391. Funds cannot be used for projects that would use water from the Great Lakes drainage basin. The Bureau must work with the U.S. Geological Survey and other federal and state agencies to do the work.
