The Secretary of the Interior, through Reclamation and the Geological Survey, must study how Reclamation projects affect groundwater quality and quantity and prepare a report that explains the findings and methods, recommends ways to change project operations to reduce harm, and includes recommendations from the Secretary and the affected Governors on creating an Interior groundwater management and technical assistance program to help federal and non‑federal entities develop and implement groundwater management plans. After consulting the affected Governors, the Secretary must send the report to the House Appropriations and Natural Resources Committees and the Senate Appropriations and Energy and Natural Resources Committees within three years after funds are appropriated under section 390h–15.
