The Secretary of the Treasury must transfer into the reclamation fund an amount equal to the difference between two numbers. The first number is 52½ percent of the money the Secretary decides the United States received from naval petroleum reserve lands (except Alaska) from February 25, 1920, through June 30, 1938, inclusive. The second number is the total of all amounts advanced to the reclamation fund under sections 397, 398–400, 391a, and 391b that were not repaid by transfers from the reclamation fund to the Treasury’s general funds. That transfer is treated as fully repaying the Treasury’s general funds for those advances.
