Money can be appropriated up to $600,000,000 to carry out this subchapter, and starting October 1, 1986 another up-to-$600,000,000 is allowed. The Secretary must tell Congress quickly when a proposal under section 422c is received. No contract can start until money has been appropriated to begin that specific proposal. Appropriated funds stay available until spent. Funds used for loans must be repaid as the law describes. No more than 20% of the additional funds starting October 1, 1986 may go to projects in any one State. Five years after October 27, 1986 the Secretary may waive that 20% rule for loans and grants that meet the goals in section 422a. The waiver must be sent to Congress with the project proposal under section 422d(c) and only takes effect if Congress does not pass a joint resolution of disapproval within 60 legislative days.
