When the buyer pays the full purchase price to the United States, the government issues a land patent that says whether the land was classed as temporarily or permanently unproductive under sections 423–423g and 610; the patent can reserve a lien for water charges if the Secretary decides and can reserve coal or other mineral rights like homestead patents do.
