The Secretary must send Congress an Asset Management Report within 2 years after March 12, 2019. The report must explain how the Bureau keeps all reserved works at Reclamation facilities reliable and how it is standardizing and simplifying data and processes across regions. The report must also give more detail, including a full assessment of major repair and rehab needs for every reserved work at every Reclamation project and, when possible, an itemized list of big repairs for each facility. The itemized list should, when practical, show a budget-level cost for each item and give each item a category rating that matches existing budget and agency systems. The Secretary must issue guidance about the rating system as soon as practicable after March 12, 2019. The report should be posted online unless information is sensitive or classified; those parts still must be given to the Senate Energy and Natural Resources Committee and the House Natural Resources Committee. The report must be updated within 2 years after it is submitted and every two years after that. To help prepare the report and updates, the Secretary should consult the Secretary of the Army (through the Chief of Engineers) and water and power contractors.
