The Secretary of the Interior can let the Arrowrock irrigation districts, ditch companies, and water users who agreed to pay their share spread the costs of repairing, resurfacing, improving, and raising Arrowrock Dam over twenty yearly payments instead of making one big payment in a single year. This is to avoid a very large maintenance bill in one year and to keep the charges affordable; raising the dam adds capacity to make up for storage lost to silt deposits. The Secretary decides the amount of those costs and that decision is final. The Secretary may also, at his choice, treat those costs as part of the dam’s construction charges under amendatory contracts under subchapter X and have them paid the same way as construction charges.
