The Secretary of the Interior must set the charges, and how to calculate them, for electricity from Hoover Dam starting June 1, 1937. Those charges, together with other project income, must pay for operation, maintenance, and replacements; repay Treasury advances with interest (advances before June 1, 1937 repaid within 50 years, later advances repaid over 50-year periods, and flood-control advances handled under sections 617a(b) and 618f); provide $600,000 a year for the uses in section 618a(c) and $500,000 a year for the uses in section 618a(d); and, from June 1, 1987, raise revenues by applying the rate increases in section 403(c)(2) of the Colorado River Basin Project Act of 1968 (43 U.S.C. 1543(c)(2)). The Secretary may revise these charges later as he decides.
