Money provided by Congress cannot be used by executive departments or other federal offices in Washington, D.C. to address, wrap, mail, or send out publications to the public, or to buy supplies for that work. The only exceptions are maps, weather reports, and weather cards they issue. The Government Publishing Office (GPO) must do the mailing and related work. Department heads must give the GPO mailing lists, updates, and any penalty-mail forms the GPO needs. The GPO may send copies only as the law allows or as the department directs. The rule does not cover printed orders, notices, or circulars issued by a department, distribution by Senators or House Members, or work done by the Senate Service Department, House Publications Distribution Service, or congressional document rooms.
