When printed items without a congressional number are made for a government department or for congressional committee use that is not confidential, the Director of the Government Publishing Office must send two copies to the Senate and House libraries and one copy to each chamber’s document room. Confidential items, blank forms, and non‑public circulars are excluded. Those copies are for reference only and may not be removed unless a committee orders they be withheld.
