The President must appoint the Archivist and get the Senate’s approval. The person must be chosen for job skill, not politics. The President can remove the Archivist, but must tell both Houses of Congress why. The Archivist is paid at the Level III rate of the Executive Schedule (see section 5314 of title 5). There must be a Deputy Archivist chosen by the Archivist who serves at the Archivist’s pleasure. That job is a career-reserved Senior Executive Service position under section 3132(a)(8) of title 5. The Deputy does tasks the Archivist gives and will act as Archivist during any absence, disability, or vacancy until a new Archivist is appointed under subsection (a).
