Require the Director to give interested agencies and the public an early, real chance to comment when making rules, plans, procedures, or guidance about managing government information and when reviewing how information is collected. Anyone can ask the Director to review a data collection to see if, under this law, a person must keep, give, or share information with an agency. If the request is not frivolous, the Director must work with the agency, reply within 60 days (or set a new date and tell the requester), and fix any problems if needed.
