Sets out simple definitions for words used in this part about federal statistical work. Agency is any entity called an "executive agency" in 31 U.S.C. 102 or an "agency" in 31 U.S.C. 3502. Agent is a person hired temporarily (for example, a private employee, college researcher, contractor, or consultant) to do statistical work under an agency’s control and who agrees in writing to follow the laws about the information. Business data is operating and financial information about businesses, tax‑exempt groups, and government entities. Data asset is defined in 31 U.S.C. 3502. Director is the Director of the Office of Management and Budget. Evidence is information produced by statistical work for a statistical purpose. Identifiable form is any way of showing information that lets someone reasonably figure out who the respondent is. Nonstatistical purpose is using identifiable data for anything besides statistics (for example, enforcement, regulation, or decisions that affect a person’s rights) and includes disclosure under section 552 of title 5 of data collected only for statistics under a promise of confidentiality. Respondent is a person or organization asked or required to give information, or who is the subject of that information. Statistical activities are collecting, compiling, processing, or analyzing data to describe or estimate things about the economy, society, or environment and making the methods or tools that support that work. Statistical agency or unit is an executive branch agency or unit whose main job is statistical work and that the Director names. Statistical purpose is describing or estimating group characteristics without identifying the people or organizations in those groups and includes making methods or procedures to do that.
