Title 44 › Chapter CHAPTER 36— - MANAGEMENT AND PROMOTION OF ELECTRONIC GOVERNMENT SERVICES › § 3602
Creates an Office of Electronic Government inside the Office of Management and Budget. A President-appointed Administrator must lead the office. The Administrator must help the OMB Director carry out e‑government duties under this chapter, perform the Director’s duties under title II of the E-Government Act of 2002, and support other electronic government efforts. The Administrator must work with the Deputy Director for Management and the head of the Office of Information and Regulatory Affairs to set strategy under laws such as chapter 35; subtitle III of title 40; the Privacy Act (5 U.S.C. 552a); the Government Paperwork Elimination Act; and the Federal Information Security Management Act of 2002. The Administrator must advise on budgets and resources, recommend government‑wide e‑government priorities, lead and promote innovative multiagency IT projects, and manage the E‑Government Fund (section 3604). The Administrator must coordinate with the General Services Administration and procurement policy, lead the Chief Information Officers Council (section 3603), help set federal IT standards with NIST and the Secretary of Commerce (section 11331 of title 40) including interconnectivity (section 3504) and information categorization (E‑Government Act sec. 207(d)), and oversee IT capital planning, enterprise architectures, security, privacy, access to and preservation of government information, and accessibility for people with disabilities (including section 508). The Administrator must also sponsor public and intergovernmental dialogue, oversee the integrated Internet system (E‑Government Act sec. 204), help prepare the E‑Government report (section 3606), run the Office, and the Director must ensure OMB has enough staff and resources to do this work.
