Make the rules in title 5, sections 404, 405, 406 (except subsection (a)(7) and (8)), and 407 apply to the Inspector General (IG) and the IG’s office at the Government Publishing Office (GPO). Whenever those rules say “establishment,” read “Government Publishing Office.” Whenever they say “head of the establishment,” read “Director of the Government Publishing Office.” The IG may hire officers and employees needed to run the IG office without approval from other GPO officials, but hires must follow GPO hiring rules, meet personnel security and suitability standards, and consultant hires must follow section 6(a)(8) of the Inspector General Act of 1978 (5 U.S.C. App.). The Director must include the IG’s annual budget request in the GPO budget without change. Supervisory special agents and special agents under the IG may make arrests without a warrant for crimes they see or for felonies they reasonably suspect, seek and execute warrants, and carry firearms while on duty. To have those powers, an agent must certify they are a U.S. citizen, completed basic law enforcement or equivalent training, and are not barred from having a firearm under Federal law, including 18 U.S.C. 922(g)(9) for misdemeanor domestic violence. The IG may add other certification rules after telling the appropriate committees of Congress. The IG must keep firearms and use-of-force training (including quarterly firearms qualifications) in line with Council of the Inspectors General on Integrity and Efficiency (CIGIE) policies that follow Department of Justice guidelines, unless the IG decides otherwise. The IG decides who meets the rules, can revoke or restore an agent’s authority, and must report in writing to the appropriate committees of Congress before the first grant of authority and every six months that internal safeguards meet CIGIE standards. The IG’s office must join CIGIE’s external review process and share review results with the IG, CIGIE, and the appropriate committees. Misconduct by an authorized individual may be reviewed by CIGIE’s Integrity Committee. “Appropriate committees of Congress” means the Senate Committee on Rules and Administration, the Senate Committee on Appropriations, the House Committee on House Administration, and the House Committee on Appropriations.
