After each session ends, the Joint Committee on Printing must put together one cloth-bound book with pictures in the Committee’s chosen style. The book must include that session’s legislative proceedings, the House’s general memorial services for a Member who died (including former Speakers), memorial addresses and eulogies printed in the Congressional Record, and any other material the Committee finds relevant. No employee gets extra pay for this work. They must print enough copies to meet the following rules. Fifty full-morocco copies with gilt edges go to the family of the deceased. One copy of all eulogies goes to the Vice President and to every Senator, Representative, and Resident Commissioner. For a deceased Senator, print 250 copies for each Senator from that State and 20 copies for each Representative from that State. For a deceased Representative or Resident Commissioner, print 250 copies for the successor and 20 copies for each other Representative or Resident Commissioner and each Senator from that State. The usual number of memorial addresses may not be printed.
