The National Mediation Board can create a permanent National Air Transport Adjustment Board when it decides one is needed to quickly and orderly settle disputes between airlines and their employees about grievances or how contracts are applied, including pay, rules, and working conditions. The Board must order the airlines and national employee labor groups to pick four members total: two chosen by the airlines and two by the labor organizations, within 30 days. The new board must meet within 40 days, organize, and make rules. It has the same powers and procedures as the National Railroad Adjustment Board for filling vacancies, appointing members if parties fail to do so, holding hearings, making and enforcing decisions, and paying members and assistants, but only up to the limits given in this law. Once the national board is organized, any system, group, or regional adjustment board that either party finds unsatisfactory can choose to come under the National Air Transport Adjustment Board by giving 90 days’ notice to the other party.
