Covers U.S. ships that are either on a trip from a U.S. port to a foreign port (but not to ports in Canada, Mexico, or the West Indies) or are at least 75 gross tons on trips between a U.S. Atlantic port and a U.S. Pacific port. It does not cover ships where the crew share voyage profits, riding gang members, and generally does not apply to foreign ships.
