Owners and other people in charge must give every seaman a written agreement before the seaman starts work. The agreement must say the date and hour to be aboard, cannot require wage allotments or a provisions scale, must be signed, kept on file, and shown to the seaman. The Secretary will require companies to keep records of engagement, discharge, and service and to provide those records to seamen and the Coast Guard on request.
