A vessel counts as rebuilt in the United States only if the entire rebuilding was done in the United States, including any major work on the hull or the superstructure. When laws or official papers talk about vessel documentation, these words mean the following: "certificate of registry," "register," and "registry" refer to the certificate of documentation with a registry endorsement; "license" and similar phrases (like "enrollment and license" or "license for the coastwise trade") refer to the certificate of documentation with a coastwise endorsement; and "yacht" means a recreational vessel, even if it is not documented.
