A vessel must have U.S. documentation that specifically shows the trade it will do before it can operate in that trade. Vessels under 5 net tons can work without that documentation if they meet the other rules for the trade. A barge cleared for coastwise trade may operate without documentation on rivers, harbors, lakes (not the Great Lakes), canals, and inland waters. After a notice in the Federal Register, the Secretary of Transportation can allow a documented vessel with a registry endorsement or a foreign-flag vessel to treat or protect aquaculture fish when no suitable U.S. vessel is available. Vessels under that waiver may not do any coastwise transportation.
