A vessel that meets certain rules may get either a coastwise endorsement to carry fish products between places in Guam, American Samoa, and the Northern Mariana Islands, or a fishery endorsement to fish in the territorial sea and fishery conservation zone next to those islands. To get one, the vessel must meet the rules in section 12103; must not have been built in the United States (for the fishery endorsement it also must not have been rebuilt in the United States); must be under 200 gross tons as measured under section 14502 or an alternate measure under section 14302 set by the Secretary under section 14104; and must meet any other U.S. legal requirements for the trade or fishing.
