The Secretary of Transportation must create a vessel identification system. It must make ownership information available to the public and law enforcement for three kinds of boats: documented vessels, vessels numbered under chapter 123, and vessels titled under State law. The system must show how to identify a vessel and who owns it. Owner info must include a Social Security number or another ID the Secretary accepts; for non‑individual owners it must show a taxpayer identification number or, if none, the SSN of an officer, partner, or trustee who signed the vessel application. It must also show the State of title or number, whether the vessel is numbered, titled, or both, where liens are recorded if titled, and other information to help law enforcement. The Secretary may keep this data in other systems.
