After a vessel is measured under these rules, the Secretary must give the owner an International Tonnage Certificate (1969) if the owner asks, and must give it to the owner or the ship’s master. If the Convention does not apply to the vessel, the Secretary must create a different certificate that proves the vessel was measured. The certificate must be kept and carried in the way the Secretary requires.
