A documented cargo ship that is already inspected can carry up to 12 extra people on international trips, or up to 16 extra people on other trips, without being treated as a passenger vessel. A fishing, fish-processing, or fish-tender boat can carry up to 12 extra workers in the fishing industry without being treated as a passenger vessel. A foreign ship gets the same benefit if its country gives U.S. ships the same right in similar trades. Before anyone besides the crew rides on board, the owner, operator, agent, master, or person in charge must tell that person about dangerous articles (hazardous items) and any other safety risks, unless emergency rules allow otherwise. The Secretary may make rules to allow extra people in an emergency or under other law.
