Vessels must follow the rules on their certificate of inspection while the certificate is valid, unless a suspension or an exemption is granted under section 3306(e). If a vessel breaks those rules or other required standards, the owner, charterer, managing operator, agent, master, or person in charge will get a written order to fix the problems right away. Officials can allow repairs at a convenient place if they judge it is safe, order the vessel to stop operating immediately, and suspend or revoke the certificate. If an unsafe condition ordered to be fixed is not corrected at once, the certificate must be revoked. The owner or master will be given written notice right away of any suspension or revocation and may appeal to the Secretary within 30 days, under the Secretary’s regulations.
