People must not do three things: break the rules or regulations under this chapter; stop an official the Secretary has authorized to enforce the rules from boarding a vessel or entering a shore area or place under their control to make an inspection; or refuse to follow a lawful order given under these rules. A vessel covered by these rules must not do three things: operate on U.S. navigable waters or use a U.S. port if it is not following the rules or regulations; ignore a lawful order given under these rules; or carry bulk oil or hazardous material as cargo or cargo residue unless its certificate is specifically endorsed to allow that carriage.
