The Secretary must create a marine safety information system with data on every vessel covered by this chapter that sails on U.S. navigable waters or transfers oil or hazardous material in U.S. ports. The Secretary will use public sources and can require vessels to give needed information, like owners’ names, proof they meet financial responsibility rules, registration and name changes, accident and major repair history, and records of inspections under section 3714. When asked in writing, the head of any U.S. department or agency must provide available information the Secretary needs to confirm the vessel data.
