Requires any shipping exchange used for ocean trade with the United States to be registered as a national shipping exchange with the Federal Maritime Commission. To register, a person files the form and information the Commission requires. The Commission can exempt an exchange if a foreign government gives similar, full oversight. The Commission must write rules within 3 years after the enactment of the Ocean Shipping Reform Act of 2022. When looking at service contracts from an exchange, the Commission is limited to the minimum essential terms in section 40502. A "shipping exchange" is a platform that connects shippers and common carriers to make cargo transport agreements.
