The Secretary of Transportation must create a Sexual Assault Advisory Council. It will have 8 to 14 members chosen by the Secretary. Members must include recent graduates (within 4 years) or current midshipmen of the U.S. Merchant Marine Academy, plus government and non‑government experts on sexual assault. At least one member must be a licensed mental health counselor with experience helping sexual assault survivors. At least one must have worked on sexual assault or harassment prevention and response at a school. No Department of Transportation employees may serve. The number of government experts cannot be more than the number of non‑government experts. The Council must meet at least twice a year to review Academy policies on sexual harassment, dating and domestic violence, sexual assault, and stalking; study data trends; and make recommendations to follow best practices. It may interview midshipmen with their consent and must protect personal information. For five years after the law starts, it must send yearly reports to the President and to the named Senate and House committees. Members are not federal employees and are paid only travel and per diem. The Federal Advisory Committee Act does not apply.
